Basic Regulation (EU) 2018/1139 - Introduction Course

Introduction

On 7 December 2015, the European Commission adopted a new aviation strategy for Europe. The new Aviation Strategy for Europe included a plan on how to adequately address the future challenges faced by the EU aviation sector; and to improve the competitiveness of the European aerospace industry worldwide.

Therefore, in addition to economic measures, this plan also included a proposal for a revision of the Basic Regulation in order to ensure the necessary adjustments of the aviation-relevant regulatory structure in Europe.

Over the last years, this proposal for a new Basic regulation has been discussed and negotiated. This Basic regulation is now published as "Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018 establishing common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency" on 22 August 2018 in the Official Journal the European Union and entered into force on 11 September 2018. It completely replaces the former Regulation (EU) 216/2008. 

Course Content

  • Introduction to the development of the BR;
  • Introduction to the European Aviation Strategy as well as a brief introduction into the main elements of the Basic Regulation, like the system for the General Aviation, the Safety Management, the Occurrence Management as well as the system in Joint certification, Oversight and Enforcement System.
  • It will also cover the responsibilities of EASA as well as an information of the transitional provisions.
  • In addition to that, amendments since 2018 will also be briefly addressed.

Pre-requisites

Ad understanding of the European regulation Structure and of the existing Basic Regulation (EU) 216/2008.

Participants are kindly requested to bring a laptop to the course to access course material which will only be provided in electronic format.
